  18. <p>     The headlong rush toward unification picked up still more
  19. speed last week as East German Prime Minister Lothar de
  20. Maiziere urged that all-German elections be moved up from Dec.
  21. 2 to Oct. 14. De Maiziere's appeal came just one day after the
  22. two Germanys signed a treaty for the first free all-German vote
  23. in 57 years. De Maiziere explained that October elections would
  24. encourage West German investment in East Germany's floundering
  25. economy. West German Chancellor Helmut Kohl welcomed the
  26. proposal, which will improve the chances of the Christian
  27. Democrats, the party of both the Chancellor and De Maiziere,
  28. since the opposition will have less time to organize.

  30. <p>     At the same time, Bonn's Defense Minister announced that
  31. West German officers would take charge of East German troops
  32. in a united army. Negotiators from the two Germanys also agreed
  33. last week that Berlin would be the capital of a unified
  34. Germany.
